項目概況：中海油**石化有限公司**部*#鍋爐超低壓燃燒器及自動化改造項目。**石化有限公司擬投資建設****萬噸/年煉油產品結構優化及質量升級項目，優化全廠總加工流程及產品結構，在惠煉二期項目預留用地***** 萬噸/年芳烴聯合、*** 萬噸/年連續重整、*** 萬噸/年加氫裂化和** 萬噸/年輕汽油醚化四套生產裝置。
Project Summary：CNOOC Huizhou Petrochemicals Company Limited plans to optimize the total processing flow and product structure of the whole plant through the construction of **,*** KTARefinery Product Structure Optimization and Quality UpgradeProject, and to build four Plantsof ****KTAPara-Xylene Aromatics Complex Plant, **** KTAContinuous ReformingPlant, **** KTAHydrocracking Plant and *** KTAEtherification of Light Gasoline Plantin the reserved land of Huilian phase II project.

燃燒器在燃燒氣體燃料工況下氮氧化物排放≤** mg/Nm*（負荷**%～***%，煙氣再循環量≤**%， 基準氧含量*% 干基），排放CO≤***mg/Nm*。
Main Specifications:
Under the condition of combustion gas fuel, the NOx emission of burner is ≤ ** mg/Nm* (load **% ~ ***%, flue gas recycling volume ≤ **%, reference oxygen content is *% dry basis), and emission Co ≤ ***mg/Nm*.

從中華人民**國關境內提供的貨物：合同簽訂后**周（貨到項目現場時間）；
For goods offered from within PRC customs territory: **weeks after signing the contract (arrival date to the job site)；
從中華人民**國關境外提供的貨物: 合同簽訂后**周（提單發貨時間）。
For goods offered from outside PRC customs territory ** weeks after signing the contract (departure date on Bill of Lading).

Requirements for Qualification of Bidder
A.如果投標人為境內注冊公司，投標人具有合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）;如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。
A.If the Bidder is domestic registered company,The bidder shall have the legal andvalid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.
B.投標人可為投標設備的制造商或代理商。若投標人為代理商，投標人應得到本次投標所投產品的制造商同意其為本次投標提供該產品的合法正式授權書。
B.Bidders can be the manufacturers or Agents of the bidding equipment. If the bidder is the Agent,the bidder shall obtain the manufacturer's consent to provide the product with the legal official authorization for the bid.

Requirement for Bidder's reference:
a) ****年*月*日至投標截止日（以合同簽署時間為準），投標人所投產品的制造商應具有至少一臺套應用于公用工程**站燃油燃氣鍋爐或公用工程**站燃氣鍋爐（蒸發量在***T/H及以上）的燃燒器的銷售業績。
a)Until January *,**** toto the deadline for submission of bids?(subject to the time of signing the contract)，Manufacturer of the product offered by the bidder?should have at least one set of oil and gas boiler or gas boiler (evaporation capacity of ***T/H and above) burner sales performance for utility power station.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：*）銷售合同復印件（含相關技術附件）和*）到貨驗收材料。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（應有雙方蓋章）、制造商名稱、貨物名稱、鍋爐蒸發量、應用于公用工程**站燃油燃氣鍋爐或公用工程**站燃氣鍋爐及到貨驗貨證明材料。未提交業績證明文件，或所提供的業績證明文件無法體現滿足上述業績要求的，均視為無效業績。
The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance proof documents include but are not limited to: *) copies of sales contracts (including relevant technical attachments) and *) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (with seals of both parties), manufacturer name, goods name, boiler evaporation，burner application scenarios and arrival inspection certification materials. Failure to submit performance documentation, or the performance documentation provided cannot reflect that the above performance requirements are met, shall be regarded as invalid performance.
