項目概況:**渤化化工發展有限公司“兩化”搬遷改造項目-**萬噸/年糊樹脂裝置?，F擬采購種子乳液法糊樹脂聚合釜罐底球閥**臺、微懸浮引發劑溶解槽罐底球閥*臺，采用進出口異徑結構，凸臺伸入式PAD法蘭安裝，可伸入釜底，閥球盡可能與釜底內壁接近以減少死區和積料。

*、投標人資格要求
投標人應具備的資格或業績:（*）投標人是響應招標、已在招標機構處領購招標文件并參加投標競爭的法人或其他組織。任何未在招標機構處領購招標文件的法人均不得參加投標。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
（*）凡是來自中華人民**國或是與中華人民**國有正常貿易往來的國家或地區（以下簡稱“合格來源國/地區”）的法人均可投標。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（*）與招標人存在利害關系可能影響招標公正性的法人不得參加投標。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（*）接受委托參與項目前期咨詢和招標文件編制的法人不得參加受托項目的投標，也不得為該項目的投標人編制投標文件或者提供咨詢。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（*）單位負責人為同一人或者存在控股、管理關系的不同單位，不得參加同一招標項目包投標，共同組成聯合體投標的除外。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package. except for the case to form a Joint Venture to bid.
（*）只有在法律上和財務上獨立、合法運作并獨立于招標人和招標機構的供貨人才能參加投標。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
（*）投標人應當于招標文件載明的投標截止時間前在中國國際招標網（網址：http://）成功注冊。否則，投標人將不能進入招標程序，由此產生的后果由其自行承擔。
Bidders should successfully complete the registration on http:// (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（*）投標人必須是專業的儀表閥門制造商，并提供“制造商資格聲明”（格式見第一冊第四章格式IV-*-*），不接受代理商投標。中國境內投標人須提供營業執照副本掃描件；中國境外投標人的公司須提供注冊證明文件掃描件。投標人為中華人民**國以內企業的（不含港澳臺地區，下同），掃描件需加蓋公章的；國外的（含港澳臺地區，下同）只需被授權人簽字。
The Bidder shall be professional equipment manufacturer. “Manufacturer Qualification Statement” shall be provided (the format is as per IV-*-* in Chapter IV of Volume I). Agent bidding is not accepted. Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below)
（*）****年*月*日至今投標人在中國范圍內化工生產裝置銷售并成功驗收的，單筆合同不少于*臺套罐底（或釜底）球閥形式（采用PAD法蘭）的業績至少一項，并提供業績清單。(業績清單格式見第六章附表*）。
The bidder must have at least one experience of sale and successfully accepted , which shall have no less than * sets of tank bottom (or reactor bottom ) ball valves (using PAD flanges) in a single contract within the scope of chemical production plants in China since January *, ****, and provide a performance list.(See Attached Table * of Section Six for the format of performance list).
（**）投標人應提供制造商對產品質量保證和售后服務的承諾函原件。
The bidder shall provide the original letter of commitment for the manufacturer's product quality assurance and after-sales service.
（**）投標人須提供有效期內的ISO****、ISO*****、OHSAS*****（或ISO*****）體系認證證書掃描件（掃描件須加蓋投標人公章，如為國外投標人只需被授權人簽字）。
The bidder must provide the copies of ISO****, ISO*****, OHSAS*****（或ISO*****） system certification certificates within the validity period (the domestic bidder must affix the official seal, and the overseas bidder only needs the signature of the authorized person).
（**）投標的投標代表須提供法定代表人授權書（格式見招標文件第一冊第四章，格式IV-*）、法定代表人身份證明書及被授權人的身份證明（身份證）；如負責本次投標的代表為該公司的法定代表人，須提供有效的該公司法定代表人身份證明書和該法定代表人的身份證明（身份證）。
Power of Attorney of legal representative (the format is as per Section * Form IV-*,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.
（**）加蓋公章的投標人開立基本賬戶的銀行所開具銀行資信證明和經會計師事務所審計的****年度財務審計報告復印件（復印件須加蓋投標人公章，如為國外投標人只需被授權人簽字）。
Bidders shall provide the original Credit Certificates issued by the bank where his basic account is open, and the copy of Annual Audit Report of **** with its company sealing for domestic bidders (excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
