I. 簡介
I. Introduction

The International Potato Center, or CIP in Spanish, was founded in 1971 as an institution that promotes development through research on root and tuber crops, providing sustainable solutions to pressing global problems such as hunger, poverty and the degradation of natural resources. CIP is a truly global research center, headquartered in Lima, Peru, with offices in 20 developing countries in Asia, Africa and Latin America. CIP works closely with its partners to achieve food security, improve welfare and promote gender equality for the poor in developing countries. CIP promotes its mission through rigorous research, scientific and technological innovation and capacity building related to agriculture of root and tuber crop and food systems.
        亞太中心指國際馬鈴薯中心亞太中心(中國),是國際馬鈴薯中心(“CIP”)在中國北京的地區性分支機構,在中國注冊為政府間組織,擁有國際法人地位。亞太中心科研基地位于延慶區城西五公里延農路北,占地面積200畝,含3棟大樓和6個溫室。二期占地面積:65500平米,溫室位于二期,總面積6585平方米?;赝鈬袊鷫?,但沒有安裝報警系統。
CCCAP refers to the CIP- China Center for Asia Pacific, which is the regional branch of the International Potato Center ("CIP") in Beijing, China, registered as an intergovernmental organization in China and has the status of an international legal entity. The scientific research base of CCCAP is located in the North of Yannong Road, Five Kilometers West of Yanqing District, covering an area of 200 mu, including 3 buildings and 6 greenhouses. The second phase covers an area of 65500 square meters, and the greenhouse is located in the second phase, with a total area of 6585 square meters. There is a fence on the perimeter of the base, but no alarm system is installed.

本招標文件邀請認為自身具備足夠資質,能夠為亞太中心延慶科研基地提供本招標文件中所述保安服務的公司投標。
This bidding document invites bids from companies that believe they are qualified enough to provide the security services described in this bidding document for Yanqing Research Base of CCCAP.

IV.         Requirement
 
投標文件必須回應每一條所列項,并提供用于實現這些要求的具體技術細節。如果不符合最低要求,投標可能會被拒絕。亞太中心安排投標人于9月16日上午9時至11時到延慶區城西五公里延農路北參觀延慶基地,現場參觀聯系人***
The bidding document must respond to each of the items listed and provide the specific technical details used to fulfil these requirements. If the minimum requirements are not met, the bid may be rejected. CCCAP will arrange the bidders to visit Yanqing Base at North Yannong Road, 5km west of Yanqing District, from 9:00 a.m. to 11:00 a.m. on September 16th. The contact person for site visit is Mr. Liu (Tel: 17611315677). Bidders wishing for clarification of this bidding document must send their questions by email to Ms. Liu a.liu@cgiar.org no later than September 17 (4: 00 p.m. BJT, Beijing time).
 
全部投標成本由投標人承擔,不得由亞太中心報銷。
All bidding costs shall be borne by the bidder and shall not be reimbursed by CCCAP.
 
 
1. 附件1,《投標意向書》和《投標人資格聲明》:必須于2021年9月15日(北京時間下午4:00)前送達。該意向書應以郵件形式發送至采購負責人***
1.   Attachment 1, Bidding Intent Letter and Bidder Qualification Statement: Must be delivered before September 15, 2021 (4:00 p.m. Beijing time). The letter of intent should be sent by email to Ms. Liu, Purchasing Manager, a.liu@cgiar.org. Attachment 1 BiddingIntent Letter does not have binding effect; However, it shall ensure that CCCAP receives all supplementary documents relating to this bidding document. Only when the bidder submits the Bidding Intent Letter in time, its bid will be accepted.

投標人資格要求
Bidder’s qualification requirements
· 投標人須是在中華人民共和國境內注冊的具有獨立法人資格的公司;
· The bidder shall be a company registered in the territory of the People’s Republic of China as an independent legal entity;
· 投標人須具備施工資質;
· The bidder must be qualified for construction;
· 投標人須具備良好的從業信譽和施工經驗,有健全的組織機構和服務管理制度、崗位責任制度、人員管理制度;
· The bidder shall have good reputation and construction experience, and a sound organizational structure,service management system, responsibility system of the post and management system of personnel;
· 沒有處于被責令停業,投標資格被取消,財產被接管、凍結,破產狀態;
· Not in the state of being ordered to stop business, disqualified from bidding, taking over, freezing or going bankrupt;
· 經營狀況良好;
· Good operating conditions;
· 無不良紀錄,信譽良好;
· No bad record, good reputation;
· 本次招標不接受聯合體形式的投標。

      二期道路改造:
Phase II Road Renovation
 
· 道理改造區域為附件中的綠色區域,改造面積為1769平米,周長605米;
· The road renovation area is the green area in the attachment, with an area of 1769 square meters and a perimeter of 605 meters;
· 道理改造施工前,乙方需對綠色區域進行地下管線勘測,繪制現場圖紙;
· Before road renovation, Party B shall survey underground pipelines in the green area and draw on-site drawings;
· 道路改造區域地下水位較高,一般為在-200mm就可見水,道路施工時要不間斷進行降水;
· The underground water level in the road renovation area is relatively high. Generally, water can be seen at -200mm, and continuous precipitation is carried out during road renovation;
· 道路改造方案,詳見附件圖紙;
· Please refer to the attached drawings for the road renovation plan;
· 本次施工包含土方開挖、場內和場外土方運輸、級配碎石、水穩材料、二灰碎石、三七灰土、石子等圖紙內容中道路施工的全部材料、機械、人工;
· The construction includes earthwork excavation, on-site and off-site earthwork transportation, graded gravel, water stable material, double ash lime, 37 lime soil, stone and other drawings of all the materials, machinery, artificial road construction;
· 質量標準必須達到國家施工驗收規范合格標準;
· The quality standards must meet the national standards for construction acceptance;
· 因疫情原因,施工人員在進場時持48小時內核酸檢測隱性報告,并未有中、高風險地區旅居史;
· Due to the epidemic situation, construction personnel should have a negative nucleic acid test report within 48 hours when entering the site, and have no travel history in medium-high risk areas;
· 根據應急預案要求,制定詳細應急方案;
· Formulate detailed emergency plans according to the requirements of emergency plans;
· 業主方為提供施工人員提供彩板房住宿條件,業主方不提供免費就餐,施工人員進場后嚴禁隨意走出園區,如出園區后需再次提供48小時內核酸隱性報告后,方可進場;
· The owner shall provide the construction personnel with color-board room accommodation, and the owner shall not provide free meals. The construction personnel shall not go out of the park at will after entering the park. If they go out of the park, they shall provide a negative nucleic acid test report within 48 hours before entering the park;
· 施工方進場后,應嚴格遵守業主方安全、文明施工及住宿要求;
· After entering the site, the construction party shall strictly comply with the owner’s requirements for safe and civilized construction and accommodation;
· 本次施工報價為固定總價,施工過程中將不再產生洽商變更等任何增項,施工方報價中應充分考慮潛在不確定因素;
· The construction quotation is a fixed total price, and there will be no additional items such as negotiation changes in the construction process. The construction party shall fully consider potential uncertainties in the quotation;
· 乙方應充分考慮天氣原因造成的施工費用增加,甲方不再增加相應費用;
· Party B shall fully consider the increase of construction cost caused by weather, and Party A will not increase the corresponding cost;
· 所有施工剩余土及施工垃圾均由乙方自行運輸到園區以外處理;
· All construction residual soil and construction waste shall be transported by Party B for disposal outside the park;
· 乙方要充分考慮施工現場的安全文明施工及安全防護工作;
· Party B shall give full consideration to the safety and civilized construction and safety protection work of the construction site;
· 乙方須使用霧炮除塵及道路清潔;
· Party B shall use fog cannon for dust removal and road cleaning;
· 質保期為兩年,質保金為合同金額5%。
· The warranty period is two years and the deposit is 5% of the contract value.
 
 
辦公樓屋面防水層維修:
Maintenance of Waterproof Layer of Office Building Roof
                 
· 本次防水維修為辦公樓屋面;
· The waterproof maintenance for the office building roof;
· 本次維修范圍:將現有辦公樓屋面拆除到保溫下面的柔性防水層,將現有柔性防水層清除。
· Scope of maintenance: Remove the roof of the existing office building to the flexible waterproof layer below the insulation, and remove the existing flexible waterproof layer.
· 屋面防水施工步驟如下:
· The construction steps of roof waterproof are as follows:
1、重新制作防水層采用雨虹牌4+4厚SBSⅡ型改性瀝青防水卷材,下層為4mm厚SBSⅡ型改性瀝青防水卷材,上層為耐穿刺4mm厚SBSⅡ型改性瀝青防水卷材。
1. The waterproof layer is remade with Yuhong brand 4+4 thick SBS II modified asphalt waterproof roll, the lower layer is 4mm thick SBSII modified asphalt waterproof roll, and the upper layer is puncture resistant 4mm thick SBS II modified asphalt waterproof roll.
2、鋪設80mm厚B1級擠塑聚苯板保溫層。
2. Lay 80mm thick B1 extruded polystyrene board insulation layer.
· 具體施工步驟參照12BJ1-1-E15-平屋DZ-5;
· Refer to 12BJ1-1-E15-Flat house DZ-5 for specific construction steps;
· 卷材收頭做法在女兒墻處和在外墻處詳08BJ5-1-4-6.
· Winding procedure for parapet and external wall refer to 08BJ5-1-4-6.
· 乙方在施工前應將屋面所有設施、設備拆除,并妥善保護,待屋面施工完畢后再進行重新安裝、調試。在拆除過程中如有設施、設備損壞,乙方須自行采購安裝,甲方不再增加相關費用。
· Party B shall remove and properly protect all roof facilities and equipment before construction, and reinstall and debug the roof after completion of construction. If any facilities or equipment are damaged in the process of demolition, Party B shall purchase and install them by itself, and Party A will not increase relevant fees.
· 乙方在報價中應充分考慮將屋面恢復現有狀態的全部費用,不僅限于:材料、人工、機械、安全文明措施費等全部費用。
· In the quotation, Party B shall fully consider all the costs of restoring the roof to its current state, not limited to all the costs of materials, labor, machinery, safety and civilizationmeasures, etc.
· 質量標準必須達到國家施工驗收規范合格標準;
· The quality standards must meet the national standards for construction acceptance;
· 因疫情原因,施工人員在進場時持48小時內核酸檢測隱性報告,并未有中、高風險地區旅居史;
· Due to the epidemic situation, construction personnel should have a negative nucleic acid test report within 48 hours when entering the site, and have no travel history in medium-high risk areas;
· 因本辦公樓處于使用狀態,并且在頂層房間內放有貴重實驗儀器,所以防水施工時應具備完善的防水措辭,防止屋面雨水進入房間內造成設備損失,如造成損失一切費用由乙方承擔。
· Since the office building is in use and there are valuable experimental instruments in the room on the top floor, perfect waterproof wording shall be provided during the waterproof construction to prevent the rains from entering the room and causing equipment losses. Party B shall bear all costs caused by such losses.
· 在本辦公樓內有科研人員進行相關工作,所以在屋面施工過程中,所有材料及相關設備均需要在室外垂直運輸,不能在樓內運輸。
· There are scientific researchers in this office building to carry out relevant work, so in the construction process of the roof, all materials and related equipment need to be transported vertically outdoors, not in the building.
· 根據應急預案要求,制定詳細應急方案;
· Formulate detailed emergency plans according to the requirements of emergency plans;
· 業主方為提供施工人員提供彩板房住宿條件,業主方不提供免費就餐,施工人員進場后嚴禁隨意走出園區,如出園區后需再次提供48小時內核酸隱性報告后,方可進場;

《技術文件》要求
Requirements of Technical Documents
 
 
· 《投標意向書》,須法定代表人簽字;
· The Bidding Intent Letter must be signed by the legal representative;
· 符合一切法律、勞務和稅務要求的證明文件,內容包括但不限于:
· Proof of compliance with all legal, labor and tax requirements, including but not limited to:
1. 企業法人營業執照或營業執照(復印件,須加蓋投標人公章);
1.  Business license of enterprise legal entity or business license (copy, with official seal of bidder);
2. 稅務登記證書(復印件,須加蓋投標人公章);
2.   Tax Registration Certificate (copy, with official seal of bidder);

· 亞太中心計劃應包括:

1.     Project analysis and service plans tailored to the nature of CCCAP;
2. 人員安排及進度計劃;
2.     Personnel arrangement and progress plan;
3. 設備列表;
3.    Equipment list;
4. 對文明施工情況完整描述;
4.    Complete description of civilized construction;
5. 安全防范應急預案,內容包括但不限于消防、暴力事件、盜竊和其他對延慶基地的破壞情況;
5.    Safety emergency plan, including but not limited to fire fighting, violence, theft and other damage to Yanqing Base;
6. 專為亞太中心制定的保密措施;
6.     Confidentiality measures developed specifically forCCCAP;

· 項目主要人員詳細列表及其個人簡歷;
· Detailed list of key personnel of the project and their resumes;

《財務文件》——提供下述服務的成本(所有成本的計算單位都是人民幣)
Financial Document -- Cost of providing the following services (all costs are calculated in RMB)
 
       費用構成:應根據施工內容計算全部人員費用和各類可預測成本并計算其總和。
Cost composition: All personnel costs and all kinds of predictable costs shall be calculated and summed up according to the construction content.
 
· 人員費用應包括:工資、加班費、制服費用、勞保費用、社會保險費、福利費等全部費用
· Personnel costs should include: Wages, overtime, uniform costs, labor insurance costs, social insurance premiums, welfare and other costs
· 材料費用包括:主材、輔料等全部材料費用
· Material cost includes: Main and auxiliary materials and other materials cost
· 機械費用包括:大、小型全部機械設備、運輸費等全部費用
· Machinery costs include: All large and small machinery equipment, transportation costs and other costs
· 安全文明施工費
· Safe and civilized construction costs
· 餐食、路費等相關一切費用
· Meals, travel expenses and other related expenses
· 報價中包含施工方利潤

· 報價中適當考慮不確定因素費用,本報價為固定總價合同,簽訂合同后不在進行增加一切費用,施工方根據不得以任何理由增加預算。
· In the quotation, uncertainties are taken into account appropriately.The quotation is a fixed lump-sum contract. After signing the contract, all costs will not be increased.
· 在施工過程中,施工方未達到本招標文件要求或投標方案內容,國際馬鈴薯中心亞太中心(中國)有權對施工方進行處罰,直至終止合同。如因施工方原因,國際馬鈴薯中心亞太中心(中國)有權立即終止合同,并且不承擔任何補償。
· In the process of construction, if the construction party fails to meet the requirements of the bidding document or the contents of the bidding scheme, CIP- China Center for Asia Pacific has the right to punish the construction party or even terminate the contract. CIP- China Center for Asia Pacific reserves the right to terminate the contract immediately without any compensation if any fault is caused by the construction party.
· 本項目質保期為一年,國際馬鈴薯中心亞太中心(中國)驗收合格后次日開始計算;
· The warranty period of this project is one year, starting from the next day after the acceptance of CIP- China Center for Asia Pacific.
· 本項目付款步驟如下:
· The payment steps of this project are as follows:
1、在項目施工完畢;
1.   After the completion of the project construction;
2、國際馬鈴薯中心亞太中心(中國)驗收合格;
2.   Acceptance of CIP- China Center for Asia Pacific;
3、施工方提供提供付款發票;
3.   The construction party shall provide payment invoices;
4、國際馬鈴薯中心亞太中心(中國)收到發票后,30天之內支付合同金額95%;
          4.   CIP- China Center for Asia Pacific will pay 95% of the contract amount within 30 days after receipt of the invoice;
5、質保期結束后,業主方收到發票后,30天之內支付合同金額95%
5.  After the expiration of the warranty period, the Owner shall pay 95% of the contract amount within 30 days after receiving the invoice.
